The bright striped fun and fantastic skirt is overlaid with a black pleated tulle sporting a micro pattern of dots, taking the ultra bright under layer to a slightly muted shade, but only when you're still.. with movement, the tulle widens to expose the fabulous swaths of colour "just a little more".
